Fort Ebey is one of Washington State Parks' currently authorized free-flight parks. Annual State Parks registration, current posted launch/LZ boundaries, daylight operation, and park rules are mandatory.

Site rules

Complete Washington State Parks' current annual paragliding/hang-gliding registration and carry proof while flying.
Use only posted designated launch and landing areas during daylight and obey every park, ranger, seasonal, fire, event, and operational closure.
Carry a Discover Pass where required and do not block roads, trails, campsites, day-use facilities, or emergency access.
Motorized gliders are not permitted under the State Parks free-flight authorization.
Do not fly over congested areas or assemblies and independently check current airspace, TFRs, NOTAMs, and weather.

Coastal cliff launch and top-/beach-landing conditions vary with tide, bluff rotor, compression, gusts, spectators, and beach users.
Verify the designated LZ and tide escape before launch; do not assume the entire bluff or beach is authorized.
Whidbey military and civil aviation activity makes current airspace, NOTAM, and visual-traffic review essential even though the point passes the fixed facility buffer.
